Policy SPS8 - Nuclear Installations – Aldermaston and Burghfield

SPS8 Fig 6.18 includes a large swath of land (pink in colour) within 12 km of the nuclear licenced site including Bramley, but no explanation of what restrictions or other considerations apply to this zone.  If it serves no purpose, why is it shown on the figure?

Regarding housing numbers, Bramley Parish Council needs to clearly understand the date when the 55 allocated to Bramley comes into force and at what point in the planning application/approval process the houses count towards the 55 target.  SPS6 notes the 140 at Stocks Farm and sets these against the 55, but Bramley PC would hate to find some way down the line that Stocks Farm was already in process and is not counted against the 55 target.  Bramley Parish Council supports this policy.

The draft documents talk at some length about water quality and security of supply (ENV 9 & SPS7 sect 6.186) but there is very little on the subject of sewage.  Surely this is equally important and ought to be addressed within the documents?

This plan appears to offer protection against further over-development of Bramley with the proviso that the land supply target is met.

Policy SPS12: Chineham Railway Station

A railway station is always mentioned but no action to date.  An extra stop on this line will impact existing services which already reduce, to some extent, car use in the A33 corridor.

Bramley PC will need to be kept informed of any progress and potential impact on the station and railway crossing in the village.

Policy ENV2: Strategic Gaps

Reliance on the MOD land to separate Bramley from Chineham is flawed.  Considerable development has been allowed along Cufaude Lane which is becoming a ribbon development between the two communities.

Bramley Parish Council supports this policy.

Policy HSG1: New Housing in the Countryside

This appears to give Bramley protection against yet more large developments but only if the Borough can demonstrate the required land supply.  Bramley Parish Council notes that this did not end well over the last five years or so.

Policy SPS5.1: Northern Manydown

There is a high reliance on some of the major developments to deliver the required housing target, and therefore there is a risk that failure to deliver these, for example Manydown and Popham, would mean development being required across the whole borough the make up the shortfall.

About the Consultation

This states that the Local Plan Update does not automatically trigger the need to update the Neighbourhood Plan, but states that the most recently adopted plan will take precedence.  The key here is that the LPU indicates a lower number of new developments (55) which are already covered by the Stocks Farm development and therefore no further development for Bramley, and this effectively replaces the “at least 200” in our existing NP.

The only issue is one of timing, and when we should have a new/updated NP.

The Spatial Strategy – Between Now and 2040

Section 4.53 to 4.61 (Page 40 to 42)
These sections identify Bramley as a medium size village and discusses the housing numbers for each rural settlement.  It also recognises and acknowledges past developments and Neighbourhood Plans.  As such, the allocation of new housing for Bramley is lower than others of a similar size, due to the previous developments.
It is good that Bramley has been recognised and the number of houses for the planning period are already covered by existing approved applications.
